What Happened

The Planning Commission approved six major development projects in a 4-hour meeting, including 202 townhomes, 200 apartment units, and a school expansion. One project was pulled due to a noticing error.

Key Decisions

APPROVED — 200-unit apartment complex (TCA Mae Anne Multi-Family) at Robb Drive and I-80 interchange — 5-1 vote (Commissioner Villanueva opposed) — Contingent on Nevada Department of Transportation (NDOT) approval for Robb Drive extension; Leroy Street restricted to emergency access only; applicant must coordinate with NDOT on noise mitigation from freeway.

APPROVED — 202-lot townhome subdivision (TCA Townhomes) on 14.51 acres near Robb Drive and I-80 — 5-1 vote (Commissioner Villanueva opposed) — Same conditions as apartment project; Leroy Street emergency-access-only restriction to protect existing neighborhood; Robb Drive extension required or project cannot proceed.

APPROVED — Little Flower School expansion (setback reduction) at East Plumb Lane and Kietzke Lane — 6-0 vote — Allows building setback to reduce from 28 feet to 14 feet and increases height-to-setback ratio from 2:1 to 3:1 on 3.74-acre site.

APPROVED — Waste Management facility fence height increase on East Commercial Row — 6-0 vote — Permits 8-foot fencing (instead of 6-foot standard) and reduced front setbacks around 20.66-acre site near Truckee River; replaces chain-link with improved aesthetic screening.

PULLED FROM AGENDA — 16-lot single-family detached subdivision (TCA Leroy Street) — Noticing error; will be rescheduled and re-noticed for future meeting.

Debated But Not Resolved

Robb Drive Extension Approval — Commissioner Villanueva questioned whether NDOT will approve the proposed Robb Drive extension. If denied, applicants would default to Leroy Street access, which she argued is inadequate for 200+ housing units. Chair Velto argued conditions create a framework ensuring NDOT coordination and the project cannot proceed if conditions fail. — Next step: NDOT must issue encroachment permit before building permits issued.

Noise Mitigation from I-80 — Commissioner Gower questioned whether natural topography and distance from freeway adequately protect future residents from noise and vibration. Staff and applicant confirmed existing grade separation and NDOT right-of-way provide adequate buffering without sound walls. — Next step: Condition requires future sound wall if I-80 expansion occurs.

Waste Management Rear Screening — Reno-Sparks Indian Colony requested evergreen screening at rear of facility facing Truckee River trails. Applicant stated existing trees provide screening and open-type fencing preferred to prevent flooding. — Next step: Project approved as submitted.

What to Watch

No spending items reported in meeting.

Robb Drive Extension (NDOT Permit) — Both TCA projects cannot proceed without NDOT approval. If NDOT denies, applicants must return for revised site plans using Leroy Street, triggering new public hearings.

TCA Leroy Street (16 lots) — Rescheduled for February 1 meeting. Will need renotification. Public opposed due to density and traffic concerns on Leroy Street.

Leroy Street Emergency Access Gates — City must ensure permanent gates prevent through-traffic on Leroy Street per approval conditions.
