What Happened

Wild horse water access during construction — Public commenters and one commissioner requested temporary water sources for feral horses during development and delayed fencing until city's permanent water mitigation opens in late summer. Applicant stated federally regulated wetlands require large mammal exclusion to prevent invasive species and trampling. Commissioners approved fencing requirement but requested staff develop citywide strategic plan for horse coexistence rather than handling case-by-case.

Scope of PUD amendment review — Commissioner questioned whether full project should be reassessed or only proposed changes. Staff clarified denial of amendment does not preclude existing approved development.
