What Happened

Planning Commission voted on two minor items and spent most of the meeting gathering public input on a proposed Accessory Dwelling Unit (ADU) ordinance. Seven commissioners heard from residents and debated whether to allow smaller homes on single-family lots.

Debated But Not Resolved

Minimum lot size — Should 9,000 square feet be required? Some commissioners want 6,000 feet to include more neighborhoods; others say 9,000 is appropriate. Staff will evaluate whether the threshold is unnecessarily restrictive.

Parking requirements — One spot per ADU or case-by-case assessment? Safety concerns about on-street parking in narrow neighborhoods like Old Southwest versus desires to encourage housing flexibility in walkable areas.

Design standards — How strict should building rules be? Supporters want compatibility with existing homes; opponents say strict requirements increase costs to $120,000+ and limit creativity.

Short-term rentals — Should the ADU ordinance address Airbnb/VRBO regulation? Commissioners split on whether this belongs in land use code or business licensing. Decision deferred pending City Council direction.

Lot size definition — Does "incidental and subordinate" language prevent owners from renting both primary house and ADU? Staff will investigate how other cities define this.

What to Watch

No items exceeded $50,000. (City offered $200,000 in concessions for six low-income housing units, but this was staff information, not a commission decision.)

ADU Ordinance to City Council (April or May) — Planning Commission is still gathering feedback. Once commissioners settle on lot size, parking rules, and design standards, the draft goes to City Council. Final adoption targeted for summer.

Short-term rental policy decision — Council needs to decide whether to regulate Airbnb/VRBO through this ordinance or separately through business licensing.

Data center workshop — City Council and Planning Commission scheduling a joint meeting on data center zoning. Commissioners must submit unavailable dates in May and June by March 26.
