Debated But Not Resolved

Propane tank size and safety — Commissioner Delvier questioned why a 100,000 lb capacity was needed when the threshold is 10,000 lbs. Applicant explained 30,000-gallon tanks are industry standard and noted California operations use double this capacity. Fire Marshal confirmed 840-foot separation distance, 24-hour security, and three years of operation at the site without incident. — Annual reporting condition added; specifics of what staff will monitor and enforce remain unclear pending motion finalization.

Container stacking compliance monitoring — Commissioner Visera asked how the 50-foot stacking height limit would be verified for ongoing compliance with ISO and ICC G5 standards. Staff indicated reliance on condition language but established no regular inspection mechanism. — Enforcement process to be clarified.
