HxGN OnCall Suite Emergency Medical Dispatch Working Group Meeting

Tuesday, February 3, 2026

Note: This summary is based on published meeting minutes.

What Happened

The HxGN OnCall Suite Emergency Medical Dispatch Working Group met on February 3, 2026, to establish direction for improving regional emergency call handling. Four main items were on the agenda.

Key Decisions

APPROVED — Emergency Medical Dispatch Working Group purpose, objectives, member roles, and approach — unanimous — Staff will now determine the best regional EMD model and bring back a quality assurance process review at the next meeting.

CONTINUED — Timeline and actions for working group objectives — unanimous — Deferred pending presentation from REMSA representative on franchise agreement alignment with District Board of Health outcomes. Will be rescheduled when REMSA can attend.

Debated But Not Resolved

Call transfer inefficiency — EMS Chief Cindy Greene and Fire Chief David Cochran both stated the current system where calls are transferred between departments creates problems. Cochran said "one transfer is one too many" and prevents getting the right resource to the right call quickly. Greene noted transfers harm the caller experience. The working group was formed to develop a unified regional approach to fix this, but no solution was approved yet.

What to Watch

None exceeding $50,000.

REMSA franchise agreement alignment — The working group cannot finalize its timeline until REMSA presents outcomes from the District Board of Health about the new franchise agreement. This presentation has been rescheduled for the next meeting and will directly affect deadlines for the working group's recommendations.

Regional EMD model decision — Staff will return with options for how to structure emergency medical dispatch regionally (consolidation, coordination changes, or other models) and quality assurance processes. This will determine how 911 calls are handled and routed in the Reno area.
