Debated But Not Resolved

Setback deviation justification — Commissioners McCoy and Del Villar questioned whether the 2.5-foot setback actually improves the project design or provides public benefit. They raised concerns about public safety and emergency escape routes. Applicant Joseph and Jose Castillo argued the smaller setback helps meet parking requirements and improves wheelchair accessibility. Chair Giacomin saw operational benefit, but Commissioner McCoy said the original application did not adequately justify the deviation. Commissioner Velto asked how it improves facility operations.
